  1. Synopsis:
  2.    set flood_warning [on|off|toggle]
  3.  
  4. Description:
  5.    When turned on, the client will display a message to the user to that
  6.    effect (who is flooding, what type, etc.).  If off, the client does
  7.    not warn the user that flood protection has kicked in, unless a custom
  8.    message is returned from within the FLOOD hook.
